About HISTA
HISTA is
a custom four-way cross tabulation of household data
designed specifically for affordable housing analysis
that has been built by Claritas, a leading provider
of demographic data worldwide. It contains actual Census
cross tabulations – not extrapolations of
SF3 data.
HISTA provides
the most accurate counts of households eligible
for income-restricted housing, such the Low Income
Housing Tax Credit (LIHTC) program. By breaking down
households by income, household size, tenure (renter/owner)
and age groups for every Census Tract in the nation,
HISTA allows for a precise calculation of the number
of renter households that qualify for LIHTC housing
in specific areas.
HISTA is currently available for the years 2000, 2008 and 2013 and is only
available through Ribbon Demographics.

Background Information
Through our work in the affordable housing analysis field, we identified a distinct lack of available demographic data that answered the questions asked by developers and financers of low-income housing. In fact, requirements by government agencies for market studies could not properly be met with existing data. This marked the beginning of a three-year quest, with the help of members of the National Council of Affordable Housing Market Analysts (NCAHMA), to locate a data provider that was willing and able to develop the type of data needed.
Although most income-restricted housing programs base their eligibility requirements for tenants on household income and the number of people in each household, no other source until now has cross-tabulated data by those two variables.
